Climate scientists are still grappling with one of the main questions of modern times: how high will global temperatures rise if the atmospheric concentration of carbon dioxide doubles. Many researchers are turning to the past because it holds clues to how nature reacted to climate change before the anthropogenic impact. The divergent results of this research, however, have made it difficult to make precise predictions about the impact of increased carbon dioxide on future warming. An international team of scientists have evaluated previously published estimates and assigned them consistent categories and terminology. This process should assist in limiting the range of estimates and make it easier to compare data from past climate changes and projections about future warming. The group has presented its new method in the current edition of the journal Nature.

The research group summarized, classified and compared data from more than 20 studies to make a potential prognosis about the expected future rise in the world's temperature. In these palaeoclimate studies climate sensitivity has been reconstructed on the basis of data derived from ice and sediment core. Climate sensitivity is a key parameter in the study of climate change. It describes the rise of the mean temperature of the earth's surface due to changes in the climate system. Specifically, its value represents the increase in global temperatures calculated by climate models, if the carbon dioxide content in the atmosphere doubles. Here, models were initialised with pre-industrial carbon dioxide concentrations.

The team was then faced with the challenge of comparing the assembled studies. Each study spoke of "climate sensitivity", but not all took the same factors into account. "We had to elaborate all the different assumptions and uncertainties, such as which studies look exclusively at carbon dioxide and which considered other greenhouse gases such as methane or the effect of reflection, the so called albedo, from ice surfaces. Only then could we compare the data. We also calculated the climate sensitivity data if we only considered greenhouse gases like carbon dioxide or added in albedo", explained Dr Peter Khler, one of the article's main authors and climatologist at the Alfred Wegener Institute for Polar and Marine Research, part of the Helmholtz Association.

The research group was able to use its new method to differentiate ten different kinds of climate sensitivity. In a second phase of the project, they then worked on devising consistent terminology and concrete definitions. The new classification system should prevent future researchers from publishing widely divergent estimates of climate sensitivity based on differing assumptions. "Ideally, it should be clear from the start of a study what kind of climate sensitivity is being addressed. The factors considered by the researchers to be driving temperature change should be clear from the language used. Our terminology offers a conceptual framework to calculate climate sensitivity based on past climate data. We hope that this will improve evaluation of future climate projections", adds Khler.

This work represents a significant advance for climatology. It is the first summary of what scientists have been able to reconstruct about climate sensitivity based on data from the past 65 million years and the assumptions that were behind the data. It also demonstrates that the climate forecasts in the IPCC reports agreed with the estimates of how nature has reacted to changes in the climate through the course of the earth's history.

The research team has not, however, achieved one of its goals. "We had hoped to limit the range of current assumptions about climate sensitivity. In its last report, the IPCC summarised that the global temperature would rise 2.1 to 4.4 degrees C if the atmospheric carbon dioxide level rises to double the pre-industrial values. As it turns out, our climate sensitivity values are currently within this same range" says Dr Khler.

Further open questions will have to be addressed in order to obtain more precise figures. Scientists know, for example, that climate sensitivity depends on the predominant background climate at the time, i.e. whether climate is in an ice age or a warm age. But exactly how this background climate impacts climate sensitivity still has to be answered. The climatologists behind this study hope that the new conceptual framework will push further research in this direction.

The article is the outcome of a three-day colloquium held last year at the Royal Netherlands Academy of Arts and Sciences in Amsterdam, attended by more than 30 specialists in the field.

Frank Olson Family Sues CIA Over Bioweapons Expert's Mysterious 1953 Death

WASHINGTON ? The sons of a Cold War scientist who plunged to his death in 1953 several days after unwittingly taking LSD in a CIA mind-control experiment sued the government Wednesday. They claimed the CIA murdered their father, Frank Olson, by pushing him from a 13th-story window of a hotel ? not, as the CIA says, that he jumped to his death.

Sons Eric and Nils Olson of Frederick, Md., sought unspecified compensatory damages in the lawsuit filed in federal court, but their lawyer, Scott D. Gilbert, said they also want to see a broad range of documents related to Olson's death and other matters that they say the CIA has withheld from them since the death.

Olson was a bioweapons expert at Fort Detrick, the Army's biological weapons research center in Maryland. Their lawsuit claims the CIA killed Olson when he developed misgivings after witnessing extreme interrogations in which they allege the CIA committed murder using biological agents Olson had developed.

The CIA had a program in the 1950s and `60s called MK-ULTRA, which involved brainwashing and administering experimental drugs like LSD to unsuspecting individuals. The project was investigated by Congress in the 1970s.

Olson consumed a drink laced with LSD by CIA agents on Nov. 19, 1953, the suit says. Later that month, after being taken to New York City purportedly for a "psychiatric" consultation, Olson plunged to his death.

At the time ? when Eric and Nils Olson were 9 and 5 years old, respectively ? the CIA said he died in an accident and did not divulge to his family that Olsen had been given LSD.

But in 1975, a commission headed by Vice President Nelson Rockefeller released a report on CIA abuses that included a reference to an Army scientist who had jumped from a New York hotel days after being slipped LSD in 1953. Family members threatened to sue, but President Gerald Ford invited the family to the White House, assuring them they would be given all the government's information. CIA Director William Colby handed over documents and the family accepted a $750,000 settlement to avert a lawsuit.

In an email, CIA spokeswoman Jennifer Youngblood said that while the agency doesn't comment on matters before U.S. courts, "CIA activities related to MK-ULTRA have been thoroughly investigated over the years, and the agency cooperated with each of those investigations." She noted that tens of thousands of pages related to the program have been released to the public.

In a statement, Eric Olson said that the CIA has not given a complete picture of what happened to his father.

"The evidence shows that our father was killed in their custody," he said. "They have lied to us ever since, withholding documents and information, and changing their story when convenient."

Troops in Japan Told to Put A Cork In It

TOKYO ? Don?t leave the base, don?t take a drink and for God?s sake, don?t break the law.

That?s what commanders are telling U.S. troops in Japan after a series of arrests and embarrassing incidents have heightened tensions with base communities, provided an unwelcome distraction from territorial disputes with China, and intruded on an election campaign in which a long-overdue debate on Japan?s defense establishment is finally emerging.

Alcohol has taken much of the blame for the incidents and commanders have responded by imposing an 11 p.m. to 5 a.m. curfew for all U.S. troops in Japan. The Navy has banned drinking after 10 p.m., even at clubs and restaurants on base, and sailors involved in previous alcohol-related incidents are not allowed to leave their bases without specific permission.

U.S. and Japanese military and diplomatic leaders were scheduled to meet Wednesday to discuss additional ways to reduce troop misbehavior that in recent weeks has ranged from heinous to farcical:

- Two Navy reservists were arrested in mid-October and charged with stalking and raping a Japanese woman they had met at a bar.

- A drunken airman was accused of breaking into a home and striking a 13-year-old boy (before falling out a third-story window and breaking his ribs).

- A Marine lieutenant was charged with barging into an apartment and falling asleep on a stranger?s sofa after a night of drinking, while another Marine was detained for climbing a drainpipe onto the roof of an office building (to practice ?back flips,? he said).

- A sailor was arrested after wandering naked around an Internet caf? and urinating on the floor, while another sailor was found dead on a train station platform, surrounded by empty alcohol containers, apparently having electrocuted himself by climbing on the roof an idled train.

Japan has a crime rate well below most developed nations, and the recent incidents, no surprise, set off a wave of protests. The local assembly in Okinawa expressed ?outrage? at ?dysfunctional? American troops and warned that all U.S. bases could be ordered off the island.? Defense Minister Satoshi Morimoto complained that U.S. commanders were ?having trouble teaching discipline to their soldiers.?

The head of U.S. naval forces in Japan traveled to Okinawa to apologize in person to the vice governor, and the commander of U.S. Marine forces traveled to all 10 Marine bases on Okinawa to tell the troops to behave, or else. The U.S. ambassador expressed his personal anger at the incidents.

The bulk of U.S. forces in Japan are based in Okinawa and that?s where most of the recent incidents occurred. A particularly monstrous crime in Okinawa in 1995 ? a 12-year-old girl was raped by three American servicemen on her way home from school ? galvanized local opposition and led to an agreement to reduce the U.S. military presence there. The reductions have yet to take place, further fueling local resentment.

?People are disappointed and upset because the Americans say they are enforcing curfews and imposing discipline, but these incidents keep happening. It can have long-term consequences,? says Narushige Michishita, director of the Security and International Studies Program at the National Graduate Institute for Policy Studies in Tokyo.

It?s already had consequences for the Marines. Deployment of the V-22 Osprey to Okinawa was held up for nearly a year because of local protests, and plans to relocate the aging and over-crowded Futenma air base have been delayed for a decade or more.? Opponents cited the Osprey?s spotty safety record, and environmental concerns over the Futenma replacement facility ? but mostly they just want the Marines to go.

The storm comes as U.S. and Japanese leaders are watching warily China?s efforts to back up its claims in the Senkaku Islands, which it calls Diaoyu. Chinese patrol boats have sailing into or near Japanese territorial waters around the islands almost daily for more than a month and the crisis is far from resolved.

The issue could intrude on Japan?s parliamentary elections, scheduled for next month, as well. The candidate most likely to become the next prime minister, Shinzo Abe, has called for building up Japan?s self-defense forces, easing constitutional restrictions and tightening relations with U.S. forces, but controversy over crime and misbehavior by U.S. servicemen could help sway opponents.

All valid reasons to tell the troops, ?Put a cork in it.?

With much of the economy teetering in uncertainty, one dubious economic indicator is flourishing: lottery jackpots. And while a healthy lotto industry is good news for the state budgets they help fund, this week?s giant national jackpot is renewing concerns about who foots most of the bill ? namely, lower income earners.

There's a twist, however: The larger the jackpots are, the less regressive lotteries become.

On Wednesday, the multistate Powerball jackpot reached an estimated $550 million, after failing to produce a winner since Oct. 6. It?s already the largest Powerball jackpot ever, shattering the previous record of $336 million and becoming the second largest lottery jackpot in history, behind a $656 million Mega Millions prize in March 2012. If no one wins Wednesday night, the Powerball jackpot will likely eclipse that figure.

The record jackpot is part of a corporate strategy to create larger jackpots faster. The company that runs Powerball raised single ticket prices from $1 to $2 in January in an effort to create larger jackpots and generate more revenue for the 42 US states that use Powerball proceedings to fund state run programs, including things like academic scholarships.

The price increase reduces the number of tickets, but makes the jackpot ?more likely to roll over,? says Victor Matheson, an economics professor at the College of the Holy Cross in Worcester, Mass. ?It generates the same level of revenue while selling half as many tickets, decreasing the odds of a win.?

It?s been a successful tactic. Powerball ticket sales generated $3.96 billion in fiscal year 2012, and a spokesman for the Iowa-based Multi-State Lottery Association, which runs Powerball, told the Associated Press that figure is expected to reach $5 billion in the coming fiscal year.

That means more funding for the states, which receive $1 of every $2 ticket sold. Where that money comes from, however, is a thorny issue.

Lotteries are far and away the most popular form of household gambling, with worldwide revenues reaching nearly $262 billion in 2011.

?The thing lotteries offer that other forms of gambling don?t is the possibility of an life-changing event happening instantly,? Dr. Matheson says. ?You can have a good night at a casino and come away with a few hundred bucks, but a $250 million lottery ticket is a life-changer.?

Adding to the appeal, he says, is the fact that there is no skill involved, and lotto is unmatched in terms of convenience. ?There are literally tens of thousands of locations where you can buy a ticket,? as opposed to just a smattering of casinos across the country.

But study after study indicates that those who play the lottery regularly are relatively poor on average, and spend a greater percentage of their household budgets on tickets. In South Carolina, for instance, 54.3 percent of? frequent lotto players made less than $40,000 per year, according to a 2009 state-conducted survey. In Texas, a 2004 study found that someone with less than a high school education spent a median $600 on the lottery each year; someone with a graduate school education spent less than a third of that, at $156. In one study released in March, households earning less than $13,000 annually spent 9 percent of their earnings on lottery tickets.

?There?s no doubt this is a highly regressive tax,? Matheson says. ?Lotteries are in the business of selling hope, and they prey on people who are down on their luck and don?t see any other options to make their life better.?

What?s more, the resulting windfall for states is ?less than 3 percent of state revenues,? says Kent Grote, a professor of economics at Lake Forest College in Chicago. And they don?t necessarily fund programs for? the low-income groups who are footing the bill.

In Florida, for instance, the state lottery funds Bright Futures, a college scholarship program for high-achieving students who don?t generally come from? the most impoverished backgrounds. ?If we?re going t be taking money primarily from low income people, then let?s use it for programs to help lower income groups,? Mr. Grote says. ?If it?s general education, fine.?

But huge lotto jackpots, like the one that will be announced Wednesday night, aren?t necessarily the worst offenders, Matheson points out. ?The large jackpots attract people from a large income spectrum. The more that the lottery emphasizes high payoff low odds, you are more likely to attract higher income buyers.? Games with lower payouts, like scratch off tickets, are ?disproportionately purchased by low-income individuals.?

?There are studies out there that suggest it gets less regressive as lotto jackpots get larger,? Grote adds.

So huge jackpots like tonight?s aren?t truly symptomatic of the day-to-day problems with the lottery system; they may even be a step in a more helpful direction.? But they are occasion for those very real issues to get some attention.?

PST: Is Solo's home life any of our business?

Do you know how many times Amy Rodriguez?s husband?s been arrested? Or Shannon Boxx?s? Or Heather O?Reilly?s or Christie Rampone?s?

Neither do I.

If you did have access to this information, would you care?

Again, neither would I.

As unfair as those questions are to the husbands of Rodriguez, Boxx, O?Reilly and Rampone, it serves a point. People care about Hope Solo?s personal life. A lot. It?s an artifact of the same trans-sport celebrity that?s allowed her to appear on?Dancing with the Stars, adorn the cover of Shape magazine, and cash in with an autobiography.

It?s part of the game she?s electing to play, one which she seems to acknowledge (if anything can be discerned by her attitude toward the media), even if she wishes people found better uses for their time.

That Solo?s new husband, former NFL tight end Jerramy Stevens, also has a degree of celebrity makes stories like today?s arrest in Florida automatic blog fodder. ProFootballTalk has the news. Yes, Solo?s bad boy boyfriend?s back in handcuffs. Yes, this adds to the narrative of a rebellious Solo thumbing her nose at the world (to use the nicer of two hand gesture idioms). But isn?t that narrative firmly established?

There?s an undercurrent of misplaced protection in the current dialog about Solo, somebody who has firmly established she can take care of herself. Is Solo too good for him, people have asked? It?s a ridiculously judgmental question. Does Hope know what she?s doing? I don?t know. We didn?t ask these questions about the recently married Rodr?guez or O?Reilly. Was Hope the victim of domestic violence? Any assumption to that end is reckless (particularly considering her denial she was assaulted).

At some point, everybody needs to acknowledge that they know almost nothing about Jerramy Stevens and Hope Solo, as a couple. If Stevens is arrested, it?s news, but it?s not a warning sign for Solo, nor is it a reflection on her character, state of mind, or even her celebrity. It would be naive to assume Solo?s unaware of Stevens? past, just as it?s naive to assume anybody knows more about what?s best for Solo than Mrs. Jerramy Stevens herself.

Jerramy Stevens was arrested on a probation violation today. He?s an ex-NFL player, and he?s married to Hope Solo. That?s about it.

The question I put to you, PST?ers, is whether you care, on what level, and why? Because it seems (at least within the soccer community) that there?s some major Hope Solo fatigue going on, a lot of which has to do with events beyond her control.

The Granville Recreation District Travel Basketball program got off to a great start this season with the 5th grade boys travel team taking first place in the Division 1 Pickerington Holiday Tournament over the Thanksgiving holiday weekend. They beat the Hillard Pumas in the semi finals 34 to 19 and went on to win the Championship game against the Dublin Irish 31 to 20. This Pickerington tournament was extra special, with the boys moving up from Division 2 last year to the Division 1 bracket this year. Earlier in the week they beat Heath 30 to 5 in our season home opener.

The GRD would like to congratulate this year?s 5th grade boys and their coaches Alan Varasso and John Wilson for a great start to the season!

Congo war stems from minerals, ethnic animosity

GOMA, Congo (AP) ? The resurgent conflict in the vast African nation of Congo involves several armed groups, at least two other countries and the minerals that go into handhelds and laptops, probably including the one you're reading this story on if you're seeing it on a device.

It's complicated but it boils down to a struggle for wealth, ethnic animosity and a lack of central government control. Here are some of the issues:

THE COUNTRY

Congo is sub-Saharan Africa's biggest country, stretching from the Atlantic Ocean in the west to two-thirds of the way across the continent. It is plagued by a lack of roads and railways. The feeble government in the capital Kinshasa is nearly 1,000 miles (1,600 kilometers) away from Goma, the strategic eastern town that was seized by M23 rebels on Nov. 20. A succession of rebel groups and warlords have for years taken advantage of the power vacuum to get a piece of the mining action in eastern Congo.

MINERALS

Eastern Congo is estimated to have mineral deposits worth trillions of dollars, according to mining experts. The area holds about 70 percent of the world's supply of tantalum, a metal used in cellphones, tablets, laptops and other computers, according to the U.S. Geological Survey. The eastern region also has massive amounts of gold, tin, tungsten, copper, coltan and cobalt. Much of the ore mined is smuggled out of Congo and passes through Rwanda, Uganda or Burundi, according to the Enough Project, a Washington-based organization campaigning against conflict minerals. Some 450,000 artisanal miners work in eastern Congo, according to the U.S. Geological Survey.

M23 REBELS

The M23 rebel group was formed almost eight months ago by former members of a now defunct insurgent group that had been incorporated into the Congolese army as part of a March 23, 2009, peace agreement. The new group was created by the former rebels who deserted from the army. Their name refers to the date of the peace agreement, which M23 accuses the government of not honoring. Since May, M23 has seized territory in North Kivu province, culminating last week with the capture of Goma, a lakeside city of 1 million and a key trading hub bordering Rwanda.

THE TERMINATOR

M23 is believed to have been created by warlord Bosco "The Terminator" Ntaganda, who had been a leader of the former rebel group, the National Congress for the Defense of the People, or CNDP. The CNDP was backed by Rwanda, which also allegedly arms and gives other support to M23. As part of the 2009 agreement, Ntaganda, Ntaganda was made was made a general in the army and deputy commander for an operation meant to go after a militia made of Hutus who took part in Rwanda's genocide. In early 2012, Congolese President Joseph Kabila came under international pressure to arrest Ntaganda and transfer him to the Hague to face war crimes charges in the International Criminal Court. Ntaganda avoided immediate arrest, launched a mutiny and was joined by some loyal men who are believed to have formed M23. Kabila, whose father had led a rebellion in 1997 that toppled dictator Mobutu Sese Seko, had also vowed to dismantle a parallel chain of command that Ntaganda established in eastern Congo's North Kivu and South Kivu provinces. Ntaganda had operated lucrative businesses with other army officers in the east, including a smuggling racket taking minerals into neighboring Rwanda, according to a U.N. report released on Nov. 21.

RWANDA

Rwanda has backed rebels groups in eastern Congo as a defense against other militias of Hutu extremists, many responsible for Rwanda's 1994 genocide, who operate in east Congo. But many analysts also think Rwanda is motivated to support sympathetic power networks in the east so that it can profit from the export of smuggled Congolese minerals. M23's success has been due to direct support from powerful figures in Rwanda and neighboring Uganda, according to U.N. investigators researching the conflict in eastern Congo. The report says that high-ranking Rwandan government and army figures, most notably Defense Minister James Kabarebe and Chief of Defense Staff Charles Kayonga, have supported the M23 by providing recruits, sophisticated arms, ammunition and finances. Rwanda also wants to use M23 as a Tutsi force to counter the Hutu rebels of the FDLR, also operating in eastern Congo, said the U.N. report. The Rwandan government of President Paul Kagame vehemently denies it supports M23.

UGANDA

Uganda has also supported the M23, although on a smaller scale, said the U.N. report. This has allegedly been driven by a few powerful Ugandans intent on profiteering from access to Congo's rich mineral resources. Uganda denies supporting M23. The rebels feel comfortable in Uganda and can come and go as they wish. Their external relations official is now based in Kampala, Uganda's capital. The U.N. report did not accuse Uganda of orchestrating an official policy of backing the rebels, but it said some within the military were using their influence to procure arms and ammunition for the rebels. The U.N. investigators even claim that units of the Rwandan and Ugandan armies have fought alongside M23 soldiers against the Congolese army. A "mixed brigade" of Rwandan and Ugandan soldiers allegedly numbered more men than the massed ranks of the M23 forces, said the U.N. report.

WHAT'S NEXT

The Congolese army ? underfed, poorly supplied and rarely paid ? have repeatedly retreated in the face of M23 attacks. Even if the rebels withdraw from Goma now, military experts say the well-organized, well-supplied M23 will remain to seize the key city again. U.N. investigators claim that the ultimate goal of M23 and Rwanda is the annexation of the North and South Kivu provinces and the region's mineral wealth. They say the battle for Goma may be just the beginning of a long and bloody conflict for control of eastern Congo.

The Hamas leadership has claimed total victory in the truce that started the day before Thanksgiving after eight days of brutal warfare with Israel. And on the surface, this seems to make sense.

Hamas evaded a punishing Israeli ground assault; gained diplomatic support from a new Egypt, and Saudi Arabia and Qatar; maintained its ties to Iran; developed an indirect relationship with the United States; triumphed in the Palestinian world over the ineffective leader of the West Bank, Mahmoud Abbas, and proclaimed a sense of legitimacy from standing up to Israel.

And yet, in the longer run, this ?victory? will likely turn bitter and holds the seeds for its own destruction.

While Hamas, touting its martyrdom and survival in the war, claims victory, nearly all such terrorist victories are ultimately oxymorons. Militarily, Hamas, despite launching more than 1,500 rockets at Israel and occasionally reaching Tel Aviv and Jerusalem, was almost totally routed on the battlefield. Its rocketry killed six Israelis and wounded about 240 others and failed to destroy any Israeli military or civilian facility.

Instead, Israel, with the newly developed Iron Dome missile defense system, destroyed 84 percent of the incoming Hamas rockets likely to cause damage. The Israeli Air Force, Navy, and Artillery Corps hit more than 1,500 targets with overwhelmingly pinpoint precision, 10 times more than they took out in Operation Cast Lead four years ago.

Economically, the Israelis with their precise and massive strikes inflicted billions of dollars of damage on Hamas-related facilities. By contrast, Hamas evidently inflicted only slight damage on Israeli facilities. Politically, after the first bloom of the ?victory? rapidly fades away, the bulk of Gazans are sure to be angry over the almost total failure again of their government to protect them from mass devastation, the deaths of at least 160? people, or even provide concrete bomb shelters or air raid sirens to warn of attack. This contrasts vividly with Israeli sirens and shelters.

Diplomatically, Hamas in the short term looks sure to gain. But its association with Iran still remains less than tight, especially with Hamas?s denunciation of Syria (Iran?s only major Arab ally).

Too, the arrival of several Arab and Middle Eastern diplomats in Gaza to show support for the Palestinian cause may prove less than it seems on the surface for Hamas. Turkey will have to walk back much of its lashing out at Israel as a ?terrorist state? guilty of war crimes if it wishes to remain in good standing in NATO and keep the bulk of its trade with the West.

Saudi Arabia and Qatar, while sympathetic to Hamas, have more serious concerns ? mainly the growing power of an Iran that loathes them and is rapidly closing in on nuclear weapons. Egypt, despite the common Muslim Brotherhood tie with Hamas, desperately needs billions of dollars of American and Western aid that would be jeopardized if Egypt swung fully behind the militant Hamas. ?

At the end of the day, a government or entity that wants to survive must meet its people?s psychological and tangible needs. The Hamas-controlled Gaza Strip, even when combined with the more prosperous West Bank, still ranks as only 173 in the world in gross domestic product and 166 in exports. It cannot meet its people?s expectations of becoming a viable and recognized state unless it moves away from the alluring, but ultimately empty, confrontations with Israel. These confrontations only leave it more impoverished and keep it from taking the road to peace and global integration.

These ?victories? will ultimately turn to ashes as Israel grows economically and militarily stronger and Hamas ever weaker.

Bangladesh official: Deadly factory fire was arson

A deadly factory fire that killed at least 111 textile workers was sabotage, Bangladesh authorities said Tuesday, as protesters took to the streets for a second day and garment factories across the world's second biggest clothes exporter stopped work to mourn the dead.

The country's worst-ever industrial blaze broke out on Saturday and consumed the multi-story Tazreen Fashions factory building. More than 150 workers were injured.


The interior minister, Mohiuddin Khan Alamgir, said according to a preliminary inquiry, the fire was the result of arson.

He promised to bring the culprits to justice.

"We have come to the conclusion that it was an act of sabotage. We are finding out as of now who exactly the saboteurs are and all culprits will be brought to book," Alamgir said.

Thousands protest after Bangladesh fire traps workers

Prime Minister Sheikh Hasina also said she suspected the fire was an act of sabotage but she did not identify any suspect or say why she thought the cause might have been arson.

Victim's families to get $1,200 each
The fire has put a spotlight on global retailers that source clothes from Bangladesh, where the cost of labor is low ? as little as $37 a month for some workers ? and rights groups have called on big-brand firms to sign up to a fire-safety program.

Bangladesh has about 4,500 garment factories and is the world's biggest exporter of clothing after China, with garments making up 80 percent of its $24 billion annual exports.

Li & Fung, a company that has worked with the factory and that supplies some U.S. clothing firms, said on Sunday that it would provide victim?s families with approximately $1,200 each, and plans to set up an education fund for victim?s children.

On Monday, it said the company was "very distressed and saddened by the deaths" in a statement that?also sought to reassure investors that the fire?"will?not have any material impact on the financial performance of Li & Fung."

"The total value of orders placed for the year with Tazreen on behalf of Kids Headquarters, a?division of LF USA?? amounted to approximately $111,000," it said in a statement.

"Li & Fung also confirms that the Company has not placed orders for other customers with Tazreen," it addded.

Wal-Mart Stores Inc., the world's largest retailer, said in a statement that one of its suppliers subcontracted work to the factory without authorization and would no longer be used.

A number of other retailers like Gap and Nike rushed to deny any relationship with the plant.

Officials in Massachusetts say a blast, that injured 18 people and damaged dozens of buildings in Springfield's entertainment district, was the result of a utility worker accidentally puncturing a high-pressure, underground pipe while looking for a gas leak.

Lax safety
More than 1,000 workers, some carrying black flags, demonstrated in the Ashulia industrial belt on the outskirts of the capital where the factory is located.

They blocked traffic moving on a highway and vowed to avenge the deaths of their colleagues, witnesses said.

"Never shall we give up demands for punishment for those responsible for the tragedy," one worker said.

Hundreds of protesters, mostly from labor and rights groups, also gathered in the capital demanding to know the cause of the fire and calling for punishment of those responsible.

All of Bangladesh's garment factories closed as the nation observed a day of mourning. Flags flew at half-mast on all government buildings.

Working conditions at Bangladeshi factories are notoriously poor, with little enforcement of safety laws. Overcrowding and locked fire doors are common. More than 300 factories near the capital shut for almost a week this year as workers demanded higher wages and better conditions.

At least 500 people have died in garment factory accidents in Bangladesh since 2006, according to fire officials.

Internet boosts S.Africa's Naspers H1 profit

JOHANNESBURG (Reuters) - South African e-commerce and media firm Naspers posted an expected 15 percent rise in first-half earnings on Tuesday boosted by its Internet businesses.

The Cape Town-based company with operations in emerging economies including Russia, China and Brazil said core headline earnings came in at 1,062 cents per share in the six months to end-September, from 921 cents a year earlier.

It had flagged this month that underlying profit would rise by between 10 to 20 percent. Core headline profit, which Naspers says is its main earnings measure, excludes one-time items.

One-time items included a 1.5 billion rand profit from the sale of some Facebook shares by Russian affiliate Mail.ru. Naspers owns 29 percent in Mail.ru.

Total revenue climbed 22 percent to 23 billion rand after Internet revenue rose 70 percent to 14.1 billion rand.

Naspers said it spent $530 million investing in new e-commerce businesses including Netretail, an on-line retailer with operations in Eastern Europe.

Naspers started off as a newspaper publisher in apartheid South Africa and has morphed into a global multimedia business acquiring stakes in emerging-market Internet companies such as China's Tencent and Brazil's Buscape.

Naspers' shares have risen over 50 percent this year. At 70 times price earnings, the company is considered expensive compared with the average of 13.5 times for Johannesburg's Top-40 index of blue chips.

(AP) ? For decades, conservative lobbyist Grover Norquist vowed to drive Republicans out of office if they didn't pledge to oppose tax increases. Many lawmakers signed on.

But now, several senior Republicans are breaking ranks, willing to consider raising more money through taxes as part of a deal with Democrats to avoid a catastrophic budget meltdown.

Tennessee Sen. Bob Corker says the only pledge he will keep is his oath of office. House Majority Leader Eric Cantor says no one in his home state of Virginia is talking about what leaders in Washington refer to simply as "The Pledge," a Norquist invention that dates to 1986. Georgia Sen. Saxby Chambliss says he cares more about his country than sticking to Norquist's pledge.

It's quite an about-face for senior members of a party that long has stood firmly against almost any notion of tax increases. And while GOP leaders insist they still don't want to see taxes go up, the reality of a nation in a debt crisis is forcing some to moderate their opposition to any movement on how much Americans pay to fund their government. Republican legislators and Democratic President Barack Obama's White House are haggling vigorously as they look for ways to reach agreement on detailed tax adjustments and spending cuts before automatic, blunt-force changes occur at the new year.

"Oh, I signed it," Sen. Jeff Sessions of Alabama said on Fox News about Norquist's pledge, adding he still supports its goals. "But we've got to deal with the crisis we face. We've got to deal with the political reality of the president's victory."

The naysaying about the pledge is raising the question of whether Norquist ? a little-known Republican outside Washington ? is losing his position of power within the GOP. It's a notion he calls ridiculous.

"Nobody's turning on me," Norquist said Monday.

But he indicated he would turn on lawmakers who defy him, starting with Corker, who published an opinion piece Monday in The Washington Post outlining an alternative to the budget breakdown that includes more revenue.

"Corker was elected to the Senate because he took the pledge," Norquist said on Fox News. "He would not be a senator today if he hadn't made that commitment. If he breaks it, he's going to have to have a conversation with the people of Tennessee about his keeping his word. And the same thing with other people who are elected because they made that written commitment to the people of their state."

At the White House, spokesman Jay Carney said Monday that the shifting away from Norquist signaled an opportunity for Republicans to work with President Obama.

"They represent what we hope is a difference in tone and approach to these problems and a recognition that a balanced approach to deficit reduction is the right approach," Carney said.

Norquist, the head of the conservative Americans for Tax Reform, opposes tax increases of any kind, whether eliminating deductions, a position some GOP lawmakers say they're open to, or raising rates. He has insisted on hardline positions from lawmakers and, for years, has held outsized sway in the party for someone who does not hold public office. His pledge doesn't allow any change to the tax code that adds a dollar to revenues.

House Speaker John Boehner has called that notion unrealistic and has dismissed Norquist as "some random person."

Nevertheless, Norquist has maintained a certain level of clout for years.

Heading into the 2012 elections, 279 lawmakers had signed Norquist's' pledge, according to Americans for Tax Reform.

But some who have signed the pledge are having second thoughts. And when the new House is seated next year, no more than 212 of them consider themselves bound by the promise.

"I'm not obligated on the pledge," Corker told CBS News. "I was just elected. The only thing I'm honoring is the oath I take when I serve when I'm sworn in this January."

He's not alone in his stance on the pledge.

"When I go to the constituents that have re-elected me, it is not about that pledge," Cantor said on MSNBC. "It really is about trying to solve problems."

Chambliss, a veteran senator from Georgia, said he signed the pledge during an earlier campaign when the country's debt was nowhere near its current $16 trillion level.

"Times have changed significantly, and I care more about my country than I do about a 20-year-old pledge," Chambliss told his local television station. "If we do it (Norquist's) way, then we'll continue in debt."

"I'm frankly not concerned about the Norquist pledge," Chambliss added.

Raising taxes, whether by closing loopholes or raising tax rates, is seldom a vote-winning strategy.

President George H.W. Bush broke his campaign promise to not raise taxes; he ended up losing re-election in 1992.

Other Republicans, however, are now willing to put additional tax revenues on the table as a bargaining chip for a deal with Democrats to get changes in Social Security and Medicare and pare down federal deficits.

"I agree with Grover, we shouldn't raise rates. But I think Grover is wrong when it comes to we can't cap deductions and buy down debt," Sen. Lindsey Graham of South Carolina said Sunday on ABC's "This Week."

"I will violate the pledge ? long story short ? for the good of the country, only if Democrats will do entitlement reform," he added.

Rep. Peter King of New York told NBC's "Meet the Press" on Sunday that the pledge is good for a two-year term only.

"A pledge you signed 20 years ago, 18 years ago, is for that Congress," King said. "For instance, if I were in Congress in 1941, I would have signed a support of declaration of war against Japan. I'm not going to attack Japan today. The world has changed, and the economic situation is different."

Sen. John McCain, the Republican presidential nominee in 2008, said the pledge is losing its clout.

"Fewer and fewer people are signing this, quote, pledge," he told an audience recently.
