Adopting without fostering?
we're in this to adopt, only adopt and have been approved since December 2009. Our agency called with a sibling set that TPR has not happened on, the goal is relative placement and they wanted us to take them because it's probably going to adoption because relatives "probably" will not step up. TPR isn't even scheduled to be considered for another 6 months.
Never mind the discrepancies between the siblings and our home study tolerances, setting that aside, I'm very upset that our worker is angry with us because we will not accept placements without TPR.
She basically said unless we change our mind, this is the end of the road for us 
I don't get it, this is the FIRST time they've EVER said that's what it would take to get a placement.
How many of you have adopted WITHOUT fostering first?

May 2011~they chose the other family 
November 2011~ adoption fair, inquired on Princess A.
December 2011~inquired on Lil Miss H, told she's already been placed
January 2012~ interview on Princess A
February 2012~interview on Lil Miss H 
February 2012~ visit with Lil Miss H 
March 2012~ Lil Miss H stayed the weekend with us, love this 'lil girl 
March 2012~ fell in love with Lil Miss H and she got placed with another family
